CJP in Action

The honourable CJP has done well in ordering demolishing of all unauthorised construction and buildings in Karachi, which are numerous in number and wide spread all over the mega city. He has reportedly ordered even the removal of some despite their having a stay from the SHC.
However, just as a matter of curiosity in the legalities involved, I though that the SC was an appellant court and can give verdict only in the matters brought before it. Was an appeal or appeals proffered by anyone for the removal of such constructions?
Hope similar action is also taken in other cities and towns where the Qabza Mafia has usurped lots of Govt. lands and buildings like schools and dispensaries etc. where their cattle and chattel are housed instead of the students and the medical/paramedical staff.
