Governor SBP, ZTBL chief face contempt of court

RAWALPINDI: Justice Asad Munir of the Lahore High Court (LHC), Rawalpindi Bench, here on Wednesday issued contempt of court notices to the Governor State Bank Syed Salim Raza and President Zarai Taraqqiati Bank Ltd (ZTBL) Chaudhry Zaka Ashraf for not responding to the repeated court notices. The court, in its December 02, 2009 order, had directed the respondents to submit their reply within three weeks while hearing the writ petition of Iqbal Khattak, who had challenged the appointment of Zaka as President ZTBL. Both the respondents after a lapse of six weeks did not submit their comments. Earlier, Iqbal Khattak in his writ petition had adopted that Chuadhry Zaka Ashraf did not qualify for the post of President ZTBL due to his lack of proper educational qualification. Secondly, 10-15 years banking experience was mandatory to become the president of such an institution that he (Zaka Ashraf) did not have. As per the petitioner, it is also necessary to have the approval of the governor State Bank to become the president of the ZTBL under the Banking Company Ordinance 1974. The petitioner had also adopted before the court that Zaka Ashraf was the member of CEC of the PPP. So under the law, a political office-bearer could not become the president of a public sector institution.The court issued several notices to the respondents to submit their comments but since they did not respond, they were issued contempt of court notices Wednesday.
