wrong aims

Would you also give tax free double salary to people like Ajmal Kasab?. Pakistan has to eliminate the terrorist networks and the training camps first to start the real economy. No foreign investment will come is there is no law and order.

You have written good points.But the problem is very serious.The ruling class(Feudal lords,CSS and Military) all benefit from corruption culture and support it directly when in the Govt.The masses suffer.But now the masses should also learn to speak and stand against the criminals.First step should be aginst this mafia that had with its rule killed law and order and merit.Law and order is needed for growth and people being able to speak against and stand up against corruption culture and merit is needed as will choke the corruption.
