Reforms should begin with the parliament of pakistan
It is commonly observed that politics in south asian countries, as in developing nations elsewhere, is heavily infested with crime. The main reason for this is that there is no way to keep criminals or their followers out of the parliament by any constitutional method. An accused is not regarded as guilty till the accusation is proved in the court of law. As they say 'wheels of justice grind slowly'. But so slowly that even after court gives judgment it is of little practical use. Common citizen is utterly wary of such things. Some of them try to take law in their hand, and the result is what we have been seeing in Karachi for more than last decade or so. The solution is to make some far reaching amendments to constitution so that unwanted MPs should not reach the doors of parliament. If we tackle this problem logically this can be done completely peacefully, democratically and ,believe me, INSTSNTLY too.
